We saw how a pony would be terrible at the job or activity that goes with an imposed destiny. So why would Celestia grant the highest title of authority on someone who would be a terrible ruler?
Also, the fact is Lauren Faust had always planned on Twilight being Princess Celestia's successor/heir. Lastly Twilight did not have a problem with Celestia making her a princess, as such it wasn't against her will.
It would be no different then a manager making an employee an supervisor but not talking about it before hand. Now if the employee didn't want to be a supervisor, he could then tell the manager so, and such a discussion of choice could come up. Since Twilight did not have a problem with it and accepted her destiny it works out.
The episode teaches two lessons, one that a person does not have to accept the destiny placed on them and that it is also okay to accept one's destiny as it is not always a bad thing.
